The Israeli code. IS 413, for building earthquake resistant structure was approved in 1975. According to estimates, most of the buildings, that were built in Israel before 1980, do not meet the standard.

Since the reinforcement cost of structures is relatively high, National Plan #38 allowed additional building rights in order to encourage homeowners to strengthen their buildings. The national Plan #38 has become extremely popular in many of the old neighborhoods of Israeli cities, especially in areas with high land value.
